Risk inventory instruments, risk profile

The County Council of Dalarna, Safety and Environment Department has worked for several years to develop a risk inventory method/instrument. The instrument is based on a questionnaire and a presentation element in the form of a graphical profile, risk profile. Identified risks, risk areas and vulnerabilities in business, can also be the basis for the development of an ability to manage and operate under serious events and crises, and increase the level of knowledge about the risks and vulnerabilities are generally in your own organization. The instrument is also supposed to be much more than a survey where the system not only measures the progress picture but also arouses interest for different risks occurring/can occur in the business. The questionnaire can also be through its unique opportunity to compare their own activities at the department with a reference that is composed of all business advice. The risk profile is thus a compilation from the risk inventory, which is based on the subjective responses which the County Council Dalarnas department managers/first-line managers delivered at a predetermined time.

 

Safety & Security Test Arena – a triple helix platform for innovation in the field of emergency preparedness and incident management

Today, Safety & Security Test Arena is a regional project in northern Sweden where businesses, the public sector, and Umeå University work together to develop, test and validate new solutions for interagency cooperation in disaster management (www.sos-test-arena.se). 

Tomorrow, S&S Test Arena can be a national network with international links, a professional and industrial interest group of actors in the field of safety and security. Our focus is on innovations that foster and facilitate more efficient on-site interagency cooperation, i.e. the cooperation between police, rescue services and prehospital health care. By developing and continuously testing new ideas in close collaboration with researchers, private companies and First Responder organizations, S&S Test Arena guarantees that the resulting products are easy to use, effective and customized to the needs of the user. We want S&S Test Arena to stand for quality-controlled products and services that are based on scientific knowledge and professional experience. We will present new solutions that are under development during the three year-project period.

The project is led by Assoc. Prof. Svenja Stöven from the European CBRNE Center at Umeå University, Sweden, and co-financed by the European Regional Development Fund and Region Västerbotten.

 

Kan man locka håret med en borrmaskin? Om nyttan med ändamålsenliga innovationsmiljöer för ett tryggare samhälle

Dagens svenska innovationssystem för krisberedskapen kan närmast beskrivas som latent. Aktörerna finns där – de som funderar på bättre lösningar;  samhällsuppdragets utförare; de som sätter policys och har uppdraget att stödja och det finns finansiering – om än oftast inom ramen för det offentligas ofta ansträngda budgetar. Det finns också ett antal testbäddar – dock ofta anpassade för tekniska lösningar och inte sällan otillgängliga för krisberedskapens aktörer att nyttja. Denna presentation kommer att lyfta behovet av säkra och ändamålsenliga innovationsmiljöer där såväl teknik som metodik och processer kan prövas i samarbete med användare redan under själva utvecklingsfasen i en innovationsprocess. Presentationen kommer också att beskriva vilka effekter som kan förväntas av att det finns sådana miljöer och undersöka de utmaningar som kommer av att (i sammanhanget oftast) privata och offentliga aktörer tillsammans ska få möjlighet att i praktiskt samverkan nå största möjliga pricksäkerhet hos de lösningar som kan ge oss ett tryggare och säkrare samhälle. Projektet Early Responders Innovation Arena (ERIA) finansieras av Vinnova och MSB och syftar till att möjliggöra att MSB:s infrastruktur i form av verklighetsnära simuleringsmiljöer – fysiska och virtuella – också kan utgöra ett verklighetslabb för skydd och undsättning. ERIA som koncept kommer i presentationen att utgöra exempel på en strävan att skapa en ändamålsenlig innovationsmiljö där det redan under processen skapas mervärde för framtida användare – i linje med det offentligas uppdrag att stödja och utveckla.

 

Virtual simulation in courses and exercises

The Swedish Civil Contingencies Agency, MSB, is actively developing the use of virtual simulation scenarios for training and exercise for fire and rescue service as well as for collaboration exercises. One part of this is risk assessment and situation awareness, where virtual simulation provides extended possibilities and added value as a complement to traditional live simulation on the training ground. We see large potential in virtual simulation for courses in risk assessment and prevention, for visualization, discussion, training and planning etc. The constantly changing society with all the new risks that occur, requires development of training in the same pace. We will present some examples of how virtual simulation is used today in our courses and exercises, to share experiences and invite to discussion around future work.
