Bakgrund

Proscovia Svärd är Docent vid Naturvetenskapliga fakulteten, Institutionen för informationssystem och teknik, Forum för digitalisering, Mittuniversitetet. Hon avslutade sin doktorsexamen vid University of Amsterdam. Hon har en licentiatexamen i data och systemvetenskap, Fil. Kand och Magister i Arkiv och Informationsvetenskap från Mittuniversitetet och en Fil. Kand. i Medie- och Informationsvetenskap från Uppsala universitet.

Post -doc-forskning (2016 - 2017)

Min post -doc-forskning var inriktad på effekterna av en underutvecklad informationshanteringsinfrastruktur på arbetet av den Liberianska sannings- och försoningskommissionen (TRC ). Liberia är den första suveräna stat att lämna - över hela sin dokumentation till en främmande makt. Detta gjorde att det Liberianska fallet var värt att undersöka eftersom man förutsätter att en sådan historisk berättelse, bör behållas i landet för att främja diskursen om försoning och demokrati.

Fil-dok-studier (Ph D)

Min forskning som jag påbörjade i mai 2009 och slutförde i mai 2014 fokuserade på hantering av information och användandet av informationssystem under e-förvaltningens utveckling. Jag undersökte begrepp såsom Enterprise Content Management (ECM), E-förvaltning, Records Management (RM) och informationskultur. Forskningen utfördes i två Svenska och en Belgisk kommuner.

Forskningsområden

Mina forskningsområden är: Enterprise Content Management (ECM), Records Management (RM), Informationskultur, långtidsbevarande av elektronisk information och dess utmaningar, allmänhetens rätt till information, PSI-direktivet, New Public Management och dess inverkan på förvaltningen av myndighetsinformation, sanning och försoningskommissioner i Afrika och deras dokumentationsprocesser, arkivens roll i att stärka ansvarsskyldighet och öppenhet i demokratiska samhällen och informations roll i att främja demokrati och utveckling.

Forskning

Under InterPares Trust AI projektet som bedrivs vid University of British Columbia: håller jag på med en studie med titeln, "Investigating the Use of AI technologies in the Realm of E-Government Development." Studien utförs i samarbete med kollegor; Ass. Prof. Esteban Guerrero, Vaasa university, Assoc. Prof. Saurombe Nampombe, Dept. of Information Science, University of South Africa och Assoc. Prof. Lorette Jacobs från samma universitet.

Jag och kollegan Sheila Zimic har avslutat en förstudie med titeln ”Innovativ och samskapande informationshantering för systematisk uppföljning av vårdhem för barn och unga” i två svenska kommuner. Syftet med förstudien var att hjälpa kommunerna i Västernorrland att kartlägga informationsbehoven vid uppföljning av Hem för vård eller boende (HVB) för barn och ungdomar, samt tillsammans med involverade aktörer arbeta fram en modell som kan leda till en effektivare informationsförsörjning. Dessa hem måste tillgodose behoven hos barn och ungdomar som placeras i hemmen och därmed skapa en säker livsmiljö med daglig vård och stöd. Detta kräver effektiva processer genom hela kedjan från upphandling av hemmet, utredning, placering och vad som följer efter placeringen. Effektiv informationshantering är avgörande för dessa processer. Detta projekt avslutades i September 2021 och resulterade i följande:

1. Slutrapport: "Innovativ och samskapande informationshantering för uppföljning av Hem för Vård eller Boende (HVB): I samverkan mellan Mittuniversitetet och Örnsköldsviks och Härnösands Kommun" skriven av jag och Sheila Zimic, 2021.
2. Konferensbidrag, "Svärd P. and Zimic S. 2021. Information Management and E-services Development: The Follow-up Process of Residential Care Homes for Children and Young People in Two Swedish Municipalities, EGOV-CeDEM-ePart 2021, University of Granada, Spain (Hybrid) 7 - 9 September 2021.
3. Exploring Information and Knowledge Management Challenges in the Procurement and Follow-up Processes of Residential Care for Children and Young People in Sweden. Denna artikel är under granskning.

Jag fortsätter också att arbeta med afrikanska sanningskommissioner och titta på deras dokumentations processer. Denna forskning undersöker hur den dokumentation som genereras av afrikanska sanningskommissioner meningsfullt används för att gynna krigens offer. Fokus ligger för närvarande på Liberias sanningskommissions dokumentation som skickades till USA istället för att användas i landet för att främja försoningsarbetet och demokrati. Liberia är den första suveräna stat att lämna över hela sin sanningskommissions dokumentation till en främmande makt. Jag har också tittat på den sydafrikanska sanningskommissions dokumentation.
