Barnspåret – an example of how a learning and accessible social service can be organized and measured?
The project is analyzing the organization of Barnspåret, an activity within the municipality of Sundsvall with a special focus on children, young people and their parents. Our aim is to create knowledge about how preventive social work can be organizationally promoted and realized in daily practice.
Against the background of demographic challenges and increased inequality in society, municipalities generally have a tough economic situation at the same time as the need for welfare is increasing. Therefore, the organization of welfare has become a central issue in the search for answers on how the future welfare is to be ensured. In the municipality extensive structural changes have been implemented with the merging of units so that an errand is followed up all the way by an social secretary, from investigation to follow-up of efforts and closures. Furthermore, geographical teams are created that constitute a first line, one team in each vulnerable area. The teams focus on early intervention and preventive work in collaboration with other societal actors in the area, such as the school and non-profit associations. The new organizational structure reduces handovers and should provide conditions for new ways of working for managers and the profession that are characterized by consensus, relationships and responsibility. A more relational way of working with participation from clients in the investigation and treatment work and collaboration. The project also aims to develop qualitative measures of social work based on the principles of trust based management. New measures are needed to make working methods visible and how they help children, young people and their families.
