The mission has been to investigate the administration of EU funds in Sweden with the aim of ensuring purposeful and efficient handling of these funds. An important starting point has been not to primarily focus on how individual authorities can optimize their operations, but rather on how they collectively contribute to achieving the goals of the system as a whole. Consequently, the proposals of the inquiry have been based on how the overall organization currently functions and on the potential benefits of alternative ways to allocate responsibilities. In accordance with the directives, proposals are submitted within two areas: i) an organizational structure and allocation of responsibilities that enable a more purposeful, efficient, and legally secure management of EU funds while meeting the requirements set by the EU, and ii) the obligation for relevant authorities to report suspected criminal activity.

The investigation has been led by Per Johansson with the assistance of four secretaries: internal auditor Nina Andersson, departmental director Malin Bohlin, audit director Bengt Lewin, and court of appeal assessor Maria Linnér. In the inquiry, CER's center leader Peter Öhman has participated as an expert.
