Summary
Performance measurement constitutes a significant part of today's work in various public welfare organizations, such as schools, care and social services, with the goal of streamlining the use of tax revenues. Unfortunately, this has resulted in a focus on meeting quantitative goals instead of offering individualized welfare services based on needs, which can create dysfunctional effects. Therefore, this thesis investigates the tensions that arise between performance measurement and public welfare practice using underlying logics both theoretically and practically. The thesis offers an in-depth understanding of how an industrial logic still strongly characterizes measurement methods and the use of technology in public welfare organizations, which contributes to the welfare professions' assessments being overshadowed.
