Mid Sweden University’s accessibility work – responsibilities and priorities

Documents

All published documents, in all formats and in all platforms are covered by the law. If the document is to be published in pdf or Word format, Mid Sweden University’s document templates with correct format settings must be used, they are designed for the documents to be available.

• Documents on web pages should primarily be published in the standard format html (the page description language used for web pages). Then all users can access the information without using a particular computer platform, or a program that costs money, such as Word.
• Accessibility adapted documents published in formats other than html should be summarised in html, i.e. as text on a web page, so that users can judge the content without downloading it.
• Design documents so that they can easily be read on screen. Then you contribute to fewer users printing on paper.
• Users can submit a request to tillganglighet@miun.se about accessibility adapting a document and they are then the owner of the document responsible for making it accessible.
• Deviations are reported in Mid Sweden University’s accessibility reports.

When should I use pdf?

• Longer reports and documents (so long that table of contents is needed).
• Documents that are good to read without connection.
• Brochures and dissemination documents.
• Forms to be filled in that cannot be replaced with html forms.
• If the document is to be signed with a digital signature.
• Steering documents.

The Mid Sweden University’s priority order is primarily to make documents available upon request from users. Secondly, newly produced documents and course materials should be made available, i.e. those produced from 23 September 2020. Available templates must then be used. In the last instance, older materials are adapted for accessibility, non-current material needs to be archived or removed.

The 25 most read documents on miun.se will be made available, this is done centrally. Course syllabuses are available as web pages and are thus available.

Movies

All published films to be preserved for more than two weeks must be subtitled and interpreted according to the regulations. This applies to all video platforms: Miun.se, Vimeo, Teams, Youtube, Moodle, Kaltura etc.

According to the law, a large amount of effort and cost can lead to exceptions. Deficiencies in resource planning, however, are not an acceptable exception.

Subtitles

Until Mid Sweden University has a well-functioning subtitle tool implemented, films will only be subtitled upon request or where known needs exist.

For university-wide films produced centrally, we do not subtitle films for more than 20 minutes other than on demand until a well-functioning tool is implemented.

The Mid Sweden University’s priority scheme is to make films available primarily on request and where needs are available as well as university-wide films during 20 min. Secondly, newly produced films will be made available, i.e. films produced from 23 September 2020. In the last instance, older materials are adapted to accessibility, where thinning and archiving also need to be made of non-current material. ​

General for subtitles applies

It’s better with subtitles that are not 100 % than not subtitles at all. ​

Live broadcasts that are not to be published do not need to be subtitled. However, our films will be largely published in a communication and learning perspective. ​

Users should be able to submit a request to have an untexted film subtitled. The person responsible for the material is responsible for subtitles. ​

Make sure to have a good microphone and do a short sample recording to make sure that the sound has a good level. Speak clearly and calmly which facilitates future, automatic subtitles. 

Visual interpretation

Regarding visual interpretation, educational efforts are planned in the area of Mid Sweden University’s affected employees.

At present, Mid Sweden University has not implemented tools for visual interpretation.

General for visual interpretation applies

Make sure that important visual information is also evident in sound.

Plan a recording so that a separate audio-interpreted version is not necessary. It may suffice for people who speak to present themselves, that lecturers describe any presentation images with words, or that the host provides sufficient oral information in regular audio tracks (so-called verbalisation).

Social media

Visual interpretation should also take place in social media.
