These were questions that were discussed when the County Administrative Board of Västernorrland and Mid Sweden University gathered relevant actors for a joint experience seminar on Sandö.

On 8 September, the County Administrative Board of Västernorrland and Mid Sweden University conducted an experience seminar focusing on the heavy rainfall that hit the county on 6–7 September 2025. The aim was to gather the actors involved in the handling of the incident to share experiences and together discuss how collaboration and coordination can be developed for future crises.

Researchers from RCR participated

During the seminar, the County Administrative Board and Mid Sweden University presented the results of the evaluation carried out after the torrential rains. From Mid Sweden University, Pär Olausson, Erna Danielsson and Gertrud Alirani from RCR, Risk and crisis research centre, participated. Sophie Kolmodin, Olof Oscarsson and Christine Groß have also participated in the study, together with the three researchers who participated in the experience seminar.

Continued work to strengthen collaboration

A large part of the day was devoted to group discussions where representatives from the actors involved in the event had the opportunity to highlight experiences, identify challenges and discuss how the county's joint crisis management can be strengthened. Views and experiences from the group discussions were collected digitally and will form a basis for the continued development work. The material may also be used by researchers at Mid Sweden University for further analysis and research.
The experience seminar is thus not the end point of the work, but part of a continued process where experiences from the torrential rains can contribute to strengthening collaboration and crisis preparedness in Västernorrland.
