Knowledge for Impact – Co‑created Municipal Structures for Establishment After Correctional Care
How can municipalities and public agencies create sustainable pathways to employment after incarceration? This project develops co-created approaches to labour market integration through close collaboration between municipalities, correctional services and employment agencies.
The project Knowledge into Practice – Co-created Municipal Structures for Labour Market Integration after Correctional Care explores how municipalities, correctional services, probation services, and employment agencies can jointly create more sustainable pathways to employment for people leaving correctional care. Research shows that employment is crucial for successful reintegration and reducing reoffending, while transitions from correctional care to the labour market are often characterised by fragmented coordination, unclear responsibilities, and organisational gaps – particularly in small and medium-sized municipalities.
Building on findings from the Forte-funded LOKA research programme, the project is carried out in close collaboration with three pilot municipalities. Through workshops, dialogue meetings, and co-creation processes, the project identifies barriers and critical interfaces in the transition between correctional care, municipal support systems, and the labour market. Together with practitioners, the project develops knowledge resources, recommendations, and collaboration models that can be integrated into everyday practice.
Rather than a one-way transfer of research into practice, the project combines knowledge utilisation with practice-oriented research. Through joint analysis and reflection in real organisational settings, the project contributes both to improved working methods and to new knowledge about how labour market reintegration after correctional care functions in different local contexts.
