Library Rules at Mid Sweden University
1. In the library
The library is a workplace for the university's students, staff and other users. The following rules are intended to help create a good environment for studying and working:
- Users should speak quietly and respect other library users and the library staff.
- The sound and ringtones should be turned off mobile phones and computers.
- The library's computers may only be used in accordance with MittNet's rules of use.
- There must be silence in the quiet reading rooms.
- Warm food is not allowed in the library. Users may consume fruit, sweets and beverages.
- Users should leave furniture they have used clean and any litter must be thrown away in the appropriate litter bins.
- Furniture which has been moved by users should be moved back to the original place.
- Users who book a group room must start using it within 30 minutes of the start of their booking, otherwise other users can use it.
- Pets are not allowed in the library (assistance dogs, however, are allowed).
2. Loan of media
The borrower is personally responsible for items they have borrowed and must respect the loan period.
- The borrowed items must be returned to the library before the loan period expires and must be in the same condition as when the items were borrowed. You are responsible for making sure items are returned on time even if you are ill or away. The loan period varies for different items. The loan period is stated on the loan receipt and is also stated on your library account when you log in to My account on the library's website. The library provides a service whereby we send reminders and demands, but we do not guarantee that these always reach you.
- You cannot borrow serials or reference items.
- You can return your borrowed items at the self service point in the library or by placing the items in the return cupboards located outside the library. If you return items by placing them in the return cupboards outside the library after closing, the return will not be registered until the next day the library is open and any fines for late return will be calculated until that day.
- If you would like a receipt that the items have been returned, please use the self service point in the library or return the items at the issue desk in the library and ask for a receipt. An electronic receipt is always sent to the e-mail adress you have registered with the library.
- Students who are registered on distance education courses and who do not live in or near to Sundsvall or Östersund can get items sent to their home address. The library pays for the items to be shipped to you but you must pay for the items to be shipped back to the library. We only send study-related literature. We do not send items outside Sweden. 2.1 Reservations and renewals
- If you have borrowed books from us, these are automatically renewed if the material is not reserved by another borrower. You cannot renew loans in My account. After 150 days you have to come in and show the books to be able to borrow them again.
- You can reserve items out on loan from your own campus library as well as reserving items from the other campus library. However, users on the spot in the library have priority for books which are on the shelf.
- The library sends notices by e-mail or by post when your reserved items are available. The items must be collected within three working days from the date on the notice.
2.2 Late returns
- When you return items late you will be required to pay a fine for late return (see the price list).
- It is always your responsibility to know the return date of your borrowed items with the help of the loan receipt and "My account". If you have library fines that exceed a certain amount, your library account will be blocked preventing you from borrowing further items.
2.3 Replacement of damaged or lost items
- The library sends demand notices when items are not returned by the due date. After three demands you will be invoiced for the item you have borrowed. You will be charged a standard sum for the replacement of the item (see the price list). The standard sum covers the cost of the item as well as the library's administrative costs. You will also be required to pay any accrued fines for late return. Items that are damaged will be replaced with a new copy by the borrower if possible, otherwise, a standard sum will be charged (see above).
- The library will charge the actual cost of a new copy for particularly valuable/expensive items. If you lose a volume of a multi-volume work that cannot be purchased in separate volumes you will be required to replace the entire work. This also applies to CD's and DVD's which accompany printed books.
- If you do not pay replacement charges, you will be reported to the Swedish Enforcement Authority. In this case, further charges will be applied.
- Even if you have paid for the replacement of an item, the original copy is still the property of the library and must be returned if found at a later date.
2.4 Loan of media from other libraries, inter-library loans
We borrow items from other libraries on behalf of Mid Sweden University students and staff and students and researchers in the Mid Sweden University's region who are affiliated to other universities. The loan period is always decided by the lending library. You will be required to pay for a replacement if you do not return the item or if the item is damaged when you return it.
3. Breaches of the rules
Users who break the rules stated above and who do not change their behavior after a warning can be suspended for a period of time from borrowing from the library and from access to the library premises and/or the library's resources. Decisions regarding suspension are taken by the Library Director. Disciplinary measures stipulated in employment law and the Higher Education Ordinance (chapter 10, section 1) apply for students and staff of the university. MittNet's rules apply for the use of the university's computers.
3.1 Appealing against decisions
Users who are not satisfied with decisions concerning breaches of these library rules have the right to lodge an appeal with the University's Director of Administration. Further appeals can be made in accordance with the Higher Education Ordinance.
4. Privacy and handling of personal data
Upon acquiring a library account, you accept that your personal information is processed in our registry, in accordance with the General Data Protection Regulation (GDPR). Your information will not be used in any other contexts other than for library operations and within the university's follow up activities.
The library processes your personal data with your permission in order to register where books and other media are when they are on loan, and to be able to contact you if you have not returned them in time or to inform you when a requested book is available for pick up. The books and other media you borrow or request via your library account are registered in the library's data system. These records are confidential, which means no unauthorised person can access them. When borrowed material has been returned or debts are paid, these records are permanently deleted from your account.
Mid Sweden University is a public authority and has a duty to comply with the rules for public records, archives and public statistics. The University will therefore also process personal data in the manner required to comply with applicable legislation for public authorities and the specific regulation for higher education institutions.
If a person requests a copy of a public record containing your personal data, Mid Sweden University may do so, if they are public records. Your personal data are stored as long as required in accordance with the rules and regulations for public records and authorities' archives.
If you want to know which personal data is stored about you as a patron, please contact our Data Protection Officer. If you want to update your personal details, contact the library. You are also entitled to have your personal data deleted from our registry, after having returned all books and paid any outstanding fines.
Mid Sweden University is responsible for the processing of personal data for the library and all other parts of the organisation. You are always welcome to contact our Data Protection Officer if you want more information about which personal data Mid Sweden University has registered about you, how it is used, or if some data is incorrect and you wish to have it corrected or deleted.
