Political Science BA (A), Policy-making During Crises in Society, 7.5 credits

Aim

The aim of this course is to give a broad insight to the policy process and the consequences of policy. More specifically, this course centers on the policy process in relation to risk and crisis management at the local, national, and international levels.

Course objectives

Upon completion of the course, the student should be able to:

• describe the basic elements of the policy process;
• describe the different stages of the policy process and how they function;
• describe the policy process and its relationship to the organisation of Swedish risk and crisis preparedness.

Content

This course provides a general introduction to the policy process and its components. Understanding the policy process is crucial in the understanding of the drivers of policy change as well as any consequences this change may have on operative level of crisis management. A special focus is placed on Swedish public administration, its structure and function in terms of crisis management.

The course also addresses how Swedish risk and crisis preparedness is organised and how responsibilities are distributed among different public authorities and levels of decision-making within the Swedish system of public administration. The course includes both theoretical components and practical exercises.

1100: Written Exam, 4.5 Credits
Grade scale: Three-grade scale

1200: Seminars, 3 Credits
Grade scale: Two-grade scale

Assessment is in the form of a written examination and seminars together with associated assignments.
