Search for agreements
When purchasing a product or service, it is important that you first check whether there is an existing agreement you can call off from.

- In the e-Avrop system you will find Mid Sweden University's own framework agreement.
Mid Sweden University also has framework agreements with other universities, mainly in the IT area. For information about these agreements, please contact the Procurement function.
The type of contract controls your purchase
When there is both a state agreement and a local agreement, you should choose Mid Sweden University's own agreement.
If you are going to make a university-wide call-off in an area where Mid Sweden University does not have an agreement, you can use the state framework agreements. Then use the call-off agreement that exists. Contact the Procurement function for more information.
How to make a call off from an existing agreement
How you make a purchase depends on whether the agreement includes one or more suppliers. Here is what you should do.
One supplier
If a framework agreement has been concluded with only one supplier, you can call the supplier directly according to the terms of the agreement.
Multiple Suppliers - Ranking
When several suppliers are adopted in a contract, ranking is used. The call-off request will then be sent to the supplier at the top of the agreement. If supplier one (1) is unable to deliver the goods or services at the agreed price (or other terms and conditions), the next supplier shall be asked.
A framework agreement may also specify the conditions under which a supplier has the right to refuse a call-off.
Multiple suppliers – reopening of competition
Where one or more conditions are not set (usually the price is such a condition) and the contract involves several suppliers, reopening of competition shall take place with each purchase. All framework contractors are then invited to submit a new tender in something similar to a mini-procurement.
An invitation to tender shall be sent to all listed framework contractors.
Save time and money - use existing contracts or agreements
Agreements are binding and must be complied with. In most cases, the use of an existing contract is advantageous compared to carrying out the procurement yourself. You save time and the financial conditions may be more advantageous.
The only opportunity you can go outside a contract is if - all contract suppliers in a contract area - have declared themselves unable to deliver the desired product or service.
What to do if there is no agreement
If you do not find a contract, calculate the contract value to determine which procurement procedure to use. It is the contract value that determines whether you should make one:
- direct procurement
- advertised procurement; or
- open procurement
