County‑wide learning for labour market inclusion: A co‑creative research study in Jämtland

LUNA is a practice-driven project in which the eight municipalities of Jämtland Härjedalen and Region Jämtland Härjedalen collaborate on competence development and learning in the field of labour market inclusion.

The research project follows and analyses how learning and collaboration processes develop over time, with particular focus on how county-wide competence development is implemented, shaped and translated into everyday practice.

Through an interactive research design, the project analyses how learning, collaboration and implementation develop in everyday work. The researchers participate as reflective partners together with practitioners in the project.

The project is based on LUNA’s three-step model:

• A shared knowledge base through county-wide digital seminars and lectures.
• In-depth work and process leadership through thematic work in cross-municipal groups.
• Supervision and implementation support to translate new knowledge into everyday practice.

The project is expected to contribute in-depth knowledge about how county-wide learning, collaboration and implementation can be organised in small-scale and geographically dispersed welfare organisations. It will also provide practice-based knowledge support for municipalities and the region in their continued development work.
