No, you are not allowed to talk on the phone in the library. But if you do, you must use headphones or hold the phone to your ear; you absolutely cannot use the speaker function! And you must speak in a low voice so as not to disturb the people around you. But it's best to take all your calls outside the library. Also, remember to have your phone on silent or vibrate so that notification pings and ringtones don't disturb your fellow students.
