International Workshop on Subnational Risk and Crisis Management in Turbulent Times
Where: Wuppertal University, Germany When: 20–21 May 2027
In an era shaped by polycrises, governing turbulence has become the new normal. Local authorities are expected to respond to cascading disruptions ranging from extreme weather events and cyber incidents to political fragmentation, infrastructure failures, and societal polarization while simultaneously maintaining essential public services amid severe resource scarcity.
How can local authorities maintain resilience under conditions of constant turbulence? What new forms of governance, collaboration, preparedness, and organizational learning are needed to navigate the “new normal”?
This international workshop brings together scholars from various disciplines and countries to explore the resilience of local and regional authorities as a critical challenge in contemporary security research and public governance. We aim to build a vibrant research network that advances cutting-edge scientific perspectives on crisis management, socio-technical resilience, critical infrastructure governance, organizational preparedness, and inter-organizational cooperation at the subnational level.
Join us in shaping an emerging international research agenda at the intersection of resilience, governance, and crisis management, and contribute to a growing community dedicated to understanding how subnational public actors can adapt, endure, and transform in turbulent times.
The program combines keynote presentations, full paper sessions, a poster session, and an interactive workshop aimed at defining a forward-looking research agenda for managing risks and crises in turbulent times.
